HOER Rules for Running Staff

  • Loco and Traffic Running staff even though classified as Continuous will be required to be on duty more than 8 hours at a stretch in view of special nature of their duties.
  • Overall duty at a stretch of Running staff from signing On to Signing off should not normally exceed 12 hours and they should be entitled to claim relief thereafter.
  • Running duty at a stretch should not normally exceed 10 hours from departure of train and staff are entitled to claim rest thereafter.
  • In operational exigencies running duty may be extended beyond 10 hours within overall limit of 12 hours provided a due notice has been given to staff by Section Controller before completion of 8 hours of running duty.
  • If a train doens not reach within overall limit of 12 hours its normal crew chaning station/destination of the train or where a relief has been arranged and such point is approximately 1 hour journey staff may be required to work upto that point.
  • In exceptional emergencies like accidents staff may be required to work beyond the limits prescribed above. In such cases Controller should advise the staff in advance.
  • Undermentioned period will count as duty under 10 hour rule:
  • (i) Engine attendance time as prescribed.
  • (ii) Time taken from starting station to crew changing station including intermediate stations.
  • Periodic Rest to Running Staff
  • At least 5 periods of rest of not less than 22 consecutive hours each per month or at least 4 periods of rest of not less than 30 consecutive hours each per month each including a full night shall be given to Running Staff.
  • Hours of work for this purpose shall be calculated from ‘signing on’ to ‘signing off’.
  • Periodic rest shall be given at headquarters.
  • As far as possible it should be given once in 10 days.
  • Rest after duty
  • Based on total duty ‘signing on’ to ‘signing off’ rest after duty shall be given as follows:
  • At headquarters  
    For duty of less than 8 hours 12 hours
    For duty of 8 hours or more 16 hours
    In either case a Running staff shall not be called to go out if rest is under 6 hours except in unavoidable necessity as in case of accidents or breakdowns.  
    At outstation  
    F 8 hours rest for 8 hours running duty or more (staff may sign for rest to the extent of 6 hours if they so desire)  
    • In case of Running staff who are employed on duties which provide for daily rest at headquarters including Shunters, Running staff working in suburban trains, ballast trains, pilots etc. above provision will not apply. These staff will not normally be called for duty before expiry of 10 consecutive hours after completion of previous duty. If however if any such staff is required to work trains out of headquarters and return he will be eligible for rest outstaion and at headquarters.
    • Interval between trips shall be considered as duty if it is equal to or less than 1 hour plus time allowed for train or engine attendance before and after trips.
    • Allowance for Train or engine attendance
    • Engine attendance - 45 minutes before departure from engine shed and 15 minutes after arrival at engine shed except for garret and other special type of engines for which the Railway Administrations may decide. Train attendance - 30 minutes before departure and 30 minutes after arrival. In case of goods trains allowance before departure will be 45 minutes.

    General conditions
    Passes and PTOs are not transferable and should be used only by the person in whose favour they have been issued.
    Passes may also be returned within one month of the expiry of the pass or its utilization whichever is earlier.
    Fine of Rs. 10/- for second class and Rs.25/- for First Class passes may be imposed on the Railway employees for not filling the date of commencement of the journey on both privilege and duty passes.
    For the issuance of pass a year means a Calendar year.

    Validity of passes/PTOs

    RoutePass shall normally be issued via shortest route, provided that a longer route may be permitted on the Privilege Pass in the following circumstances :-
    two alternative routes are available for a destination, for example - Bombay to Calcutta via Nagpur or via Allahabad and Bombay to Delhi by the Central Railway or by the Western Railway - such passes may be permitted by either route irrespective of the distance involved;
    If longer route preferred by the Railway employee does not exceed by fifteen percent of the distance via the direct route such passes may be issued even if a double journey over a small portion is involved (for example - ex-Chittaranjan to Kancharapara via Howrah or ex-Lucknow to a station on the Southern/South Central Railway via Bombay V.T.), provided the distance does not exceed the distance via the shortest route by more than 15% to take advantage of terminal facilities as in Bombay V.T. - Kalyan or Madras-Arkonam sections;
    If the longer route is quicker than the direct route irrespective of distance involved.
    Against the column Route/via it can be written as 'available over IR & KRC
    Break Journey
    Pass holder can include any number of stations for break journey in the pass.
    In addition an unscheduled break journey can be made and endorsed by SM/TC on the pass.
    Year ending passes
    Passes, PTOs , Post Retirement Complimentary passes, Widow passes as due on for the year can be issued upto 31st March of next year half set pass and 30 April in case of full set.
    Validity of these passes/PTOs will be upto 31 MArch/30 April only.
    Pass in next year’s account
    One set of Pass/PTO/Complimentary Pass/Widow pass not more than 100 days in advance of beginning of the next year, for journeys commencing in the next year duly debiting such issue of pass/PTO in the next year’s pass account.
    The validity of the pass shall be four months from the date of issue. *
    Apprentices
    Passes as for Railway employees shall be applicable to various categories of trainees and apprentices, but not to their families.
    Pass on Jan Shatabdi ExpressI/I A Pass
    Can travel in Chair Car same as in Shatabdi Express.
    Attendant in Iind class.
    Widow/Post retirement pass holder above 65 years can take a companion as per rules.
    Garib Rath Express
    All I/I ‘A’/II ‘A’ Passes to serving and retired Railway employees are valid. Attendant not permitted.

    AIGC/SCR News

    Dear friends,

                 Zonal working committee meeting  of All India Guards Council,  South  Central Railway  was  held  at  Secunderabad on 4-11-2012. Leaders from all the divisions in SCR were participated.

               Decission taken to conduct General Body Meeting of AIGC/SCR to be conduct on 20-01-2013 at Secunderabad, to ellect new Zonal Body and to discuss steps to be taken to strengthen the AIGC.

    Night shifts can raise risk of heart

    Night shift workers are at the highest risk of  heart attacks and strokes because of their unhealthy eating and sleeping habits, a new research has claimed. Researchers from Stroke Prevention & Atherosclerosis Research Centre (SPARC) in London and Ontario found shift workers were almost 25 per cent more likely to suffer and night shift workers run the highest risk of 41per cent, the 'Daily Mail' reported.
    The study was published on the British Medical Journal website.

    People working shifts also have higher levels of unhealthy behaviours such as eating junk food, sleeping badly and not exercising, which are linked to heart problems. The team analysed the results of 34 studies involving 2,011,935 people to investigate whether shift work was associated with major vascular events. Shift work was defined as evening shifts, irregular or unspecified shifts, mixed schedules, night shifts and rotating shifts, and the studies also contained day workers or the general population for comparison.

    Altogether 17,359 had some kind of coronary event, 6,598 had heart attacks and 1,854 had ischemic strokes caused by lack of blood supply to the brain. These events were more common among shift workers
    than other people. Shift work was associated with a 23 per cent increased risk of heart attack, 24 per cent rise in coronary events and five per cent extra strokes. These risks remained consistent even after adjusting for factors such as study quality, socioeconomic status and unhealthy behaviours in shift workers. However, shift work was not associated with increased death rates from any cause. Daniel Hackam, Clinical Pharmacologist, Stroke Prevention & Atherosclerosis Research Centre (SPARC) said the relative risks might appear modest, but millions of people do shift work which means the overall risks are high.

    Introduction
    The role of a goods guard is like a kangaroo carrying its baby in its pocket. It is as important as any other guard’s job. To take care of someone else’s goods, one needs to have a careful nature with an attitude of save and secure. These guards are the ones who efficiently help board the goods at the right time, at the right and unload them in the same manner. These caretakers are the ones because of who supplies of unavailable material in one state is made available. Be it grains, dals, rice we get it all because of them. Coal, wheat, petroleum etc are all moved from one place to another across the country safely in their shade. Goods of people who get transferred every year or two reach safely due to them.

    Although goods guard duty changes with timely shift yet it is made sure by all the guards that the goods reach their destination safely. There have been so many cases of goods theft that were made unsuccessful because of these brave guards. They have a high visiting on the goods bogies at each station. After numbering and naming it is these people who keep a check of the goods. They act like Dobermans who are known for their faithful nature. Indian railways cannot survive without these guards. In any weather condition, they stand tall to make sure that we get our stuff on time.
    They are no less than territory guards, forest guards, border security guards but guard of the Indian railways.

    Role and responsibility of a Goods Guard
    Technically, you will be in charge of the train.  You are responsible for assuring yourself that the station master (directly or indirectly) has authorized the departure of the train from the station. The guard has authority to advise the driver to stop the train, or to operate it under his direction, in special circumstances. 
    The guard is usually at the rear of the train, and can operate the emergency brake in emergencies. The role of the goods guard in the freights of the Indian Railways is pivotal for secured and safe transition of goods.
    With extremely harsh conditions to put up with in a guard coach mostly on four wheels at the end of the carrier, the job of a goods guard is highly challenging. Not only, does it demand toughness in physique, but it also asks for enormous mental strength for very hostile nature of the job.
